I built this to allow me to integrate an inexpensive USB relay device into a
power monitoring tool I'm building. I wanted a core set of functions to
manipulate the relays and maintain state. This is currently incomplete.

Consider this code alpha at best
There is no bounds checking to speak of.

This needs to run as root if the device is not created with some looser
permissions, or it will barf.
